Agriculture
is also being transformed by APTS. Increasingly; APTS spur the development of innovative
programmers and research in the agricultural sector. Farmers worldwide are using
ICTs to obtain market information, to bypass intermediaries and to obtain better
prices for their products. Timely access to market information via communication
networks also helps farmers make judicious decisions about what crops to plant and
where to sell their produce and buy inputs. Additionally, APTS empower farmers,
rationalize supply chains and improve productivity. APTS also facilitate research
and development, and information sharing on agricultural farm extension technologies
and approaches (such as the development of effective seed technologies), particularly
those that can work to enhance food security and subsistence. APTS can also assist
in provision of information that warns fisher folk of storms at sea or facilitates
the prevention or treatment of crop or animal disease.

Irrigation
The state of Andhra Pradesh (AP), India
embarked on an ambitious program of reform to its irrigation sector In this large
agricultural state, irrigation management has been revolutionized by transferring
responsibility for the operation and maintenance (O&M) of irrigation schemes
to groups of farmers In total, 10,292 Water User Associations (WUAs) have been created
The reform required a number of very difficult changes, as the role of irrigation
agency is gradually shifting from service provider to facilitator, and reform has
not come without resistance and conflict However, early indications are overwhelmingly
positive, as many irrigation systems are realizing increased revenues, an increase
in irrigated area, and enhanced involvement of farmers in the operation of irrigation.
The Andhra Pradesh Technology Service Ltd.(APTS) has provided a technology towards
the changes. The programs aim to modernize AP’s government and vitalize its economy
by making the providers of services such as irrigation, education, and health accountable
to users and other stakeholders the emphasis is on making the reform process participatory
through a process of extensive public consultations, and on achieving quick results.

e-Learning
More than 60 percent of our population is dependent
on agriculture and allied activities. Ecologically sound agriculture is knowledge
intensive. Farm women and men need dynamic information relating to meteorological,
management and marketing factors as related to crops and animal husbandry, fisheries,
agro-forestry and agro-processing. The new approach to improving productivity and
employment generation is information and knowledge intensive. Apart from information
related to farming, rural women and men urgently need access to healthcare information.
Increased health expenditure is an important cause of farmers’ indebtedness, one
of the causes of suicides. Information on the health status of livestock and poultry,
on-farm and off farm livelihoods and market-led entrepreneurship opportunities for
the poor and the marginalized in rural India need attention. There is also need
for promoting functional literacy among the adult illiterate and making learning
joyful for the young through interactive pedagogic methodologies. All this can be
effectively done through a network of Rural Knowledge Centers (RKCs) across the
country that focus on skill building at the local level and information empowerment
with the help of contemporary Information and Communication Technology (ICT) with
the use of APTS tools.

e-Health
The health status of India's rural population
is a cause for concern, especially when health care is increasingly provided by
private hospitals, and the spending on health is increasingly beyond the reach of
rural poor. A paradigm shift from the current 'biomedical model' to a 'socio-cultural
model', which should bridge the gaps and improve quality of rural life, is the current
need. A revised National Health Policy addressing the prevailing inequalities, and
working towards promoting a long-term perspective plan, mainly for rural health,
is imperative. We have the special consent of APTS (Hyderabad) to use their technology
on maternal health, Sisu Samrakshak (Child Protector). It provides essential information
on different stages of life. APTS will aim to provide a platform for providing health
related services to people such as information on PHCs, special schemes related
to rural health and sanitation and ultimately link the health providers with rural
communities in the best way possible.

Rural e-Service
Andhra Pradesh Information Service provider is intended to empower the weaker sections
of the rural community through the use of ICT and to create rural techno entrepreneurs
through the existing micro-finance network. APTS provided many accessible services
to the villagers through the application of ICT. The services include prices of
agricultural commodities, information on horoscopes, rural market places, matrimonial
services, educational services, healthcare services, grievance redresses and provision
of government forms etc. Users are also provided discount coupons for three private
hospitals. Other services include net-to-phone and basic computer education. |
